Abstract

The article presents analysis of the national regulatory framework for radiation safety of public and environment protection near facilities and sites outside the facilities contaminated with natural and artificial radionuclides due to their past operation and main problems of harmonization of international and national regulations. The national system of radiation protection has not yet adopted recommended by international organizations controllable exposure situations, dose constraints and reference levels applicable to all controllable exposure situations, officially recognized criteria for remediation of sites outside nuclear facilities contaminated with radioactive materials due to their past operation are not available. The national radiation protection regulations include variety of risk factors used for estimating radiation risk for a cohort and for a person. When national and international radiation protection regulations are compared, it is evident that national regulatory framework for radiation protection of biota is insufficient. The article presents suggestions for improvement of the national regulations supporting radiation safety of public and radiation protection of environment nearby nuclear facilities and sites outside the facilities contaminated with natural and artificial radionuclides as a result of their past operation.
