IMPRIMATUR is a European Commission Esprit Project, supported by DGIII
This is the last of the series of five Consensus Forums to be staged by
IMPRIMATUR - an Esprit project sponsored by the European Commission, DGIII.
Interested parties and experts will discuss key issues which affect the
development of business and technology standards for the on-line trade in
copyrights. The Forum will foster mutual understanding and highlight those
issues on which consensus may be achieved.
Standards have traditionally been dealt with at national and international
level through a slow and deliberative process of consent. Adequate though
this was for traditional industrial use, the new IT industries experience
it as cumbersome and slow. Already many large IT companies are floating
their own proprietary systems onto the market for lack of any agreed
standards. While some people believe such de facto standardisation based on
proprietary systems may be the only way to create a framework for secure
digital IPR trading, others propose Consortia based standards as the way
forward. What is certain is that without interoperability, the Electronic
Commerce marketplace will become very fragmented. It is this basic issue
that the Forum will be asked to debate, using the well proven IMPRIMATUR
methodology.
A Forum report will be sent to the European Commission and National
Governments and full forum proceedings will be made widely available.
Workshops and Plenary Sessions
Day One - A keynote speech will be delivered by Dr. Leonardo Chiariglione
of CSELT and Convenor of MPEG. Dr. Chiariglione will set the scene for
eight working groups which, as usual at an IMPRIMATUR Forum, will debate a
series of topics in a confidential setting.
Each of the working groups will cover all the following topics :
n The role of governments in standards setting
n The place of standards in a competitive, fast evolving market
n The legitimacy of Consortia based standards as opposed to Public
Authority standards
n Proprietary technology in place of publicly agreed standards
n The necessity for top-down standards in certain circumstances,
particularly in new markets
n The inevitability and/or desirability of duplication of efforts (e.g.
ISO, W3C, IETF etc.)
n Competitive advantage and participation in standards activities
n The consumer’s need for interoperability
n Ownership and exploitation of copyright and patent pools
Day Two will consist of reports from the working groups, a major plenary
session and recommendations for further action.
The Workshops will have a maximum of 12 participants per group, as well as
a Chairman and Rapporteur. Each Workshop will discuss the same range of
topics, though it will be up to the groups to decide the focus. Further
background documentation will be sent in advance of the Forum. Each
Workshop will be conducted on a confidential basis.

to a 10% administration fee. After this time, no refunds will be given.
Substitutions may be made at any time without charge with prior reference
to the Forum organisers.
Hotel reservations: Special rates have been negotiated at the Forum Hotel
