ASTM is an independent, nonprofit corporation founded in 1898 and incorporated in 1902 by the engineering community of the USA. Its purpose was to bring together highly knowledgeable people to make technical judgments on technical matters. This 25,000-member society is organized into committees that work within specific technical areas to reach a national consensus on specifications criteria for products and natural and commercial materials and on procedures for characterizing and evaluating such products and materials. These specifications, test methods, definitions, etc., collectively known as standards and originally used as convenient references for purchase contracts, have attained value as supportive documents for national and local codes and in litigation, and have become avenues for working with regulatory agencies.
