Definition

The tender bidding systems of public works in Japan as mainly a tender by a nominated bidder system prior to 1990s; since the mid-1990s, the bidding system has increased and is growing in application in government, with a need to further reform for transparency and confidence building.

Introduction

Bidding system reforms in Japan were mainly implemented from the late 1990s to the beginning of the 2000s. How and for what purpose the reform was initiated and promoted is the subject of this entry. First, the types of bidding systems are outlined; second, the positive and negative aspects of each bidding system are discussed; and third, the process of bidding system reforms is explained.
