Abstract
I should like to begin by defining certain terms which I shall use in this paper. Straightaway I am in difficulty because the very expression “animal welfare” is in itself difficult of definition in the sense that it means different things to different people. In some ways it is an unfortunate expression because it has now assumed an emotive connotation and really there is no need for this. However, if one looks for some other expression, that becomes even more difficult, eg “animal’s best interest” or something which is of really a more objective measure.
