This statement, part of which was initially prepared for the President's Commission on Federal Statistics, is based on discussions with and written memoranda from many social scientists engaged in work on social indicators. Represented are persons from both the private and public sector—primarily researchers who have contributed significantly to the recent thrust of interest and study of social change and its measurement. Many of these contributors, who are listed here, will find that most of their suggestions are included—and often in their own words. However, we assume full responsibility for the basic approach, the organization and the selection of contributed materials.
