  1. Article 77. Public education shall be organized as an integral process correlated in its various phases, from the pre-primary to the university stage. Article 81. Public education shall be under the general direction of a higher council, constituted in accordance with the law, under the chairmanship of the Minister of Education. Article 88. In the discussion and enactment of bills relating to matters under the jurisdiction of the University of Costa Rica, or directly related thereto, the Legislative Assembly must previously obtain the advice of the University Council.
