Genetic Psychology Monographs, 1967, pages 23–93. In “The Leader and the Lost: A Case Study of Indigenous Leadership in a Poverty Program Community Action Committee,” Louis A. Zurcher discusses the put-on and the ways in which American Indians dealt with the poverty program. It comes very close to the conclusions of this article.
