Learning/work: Turning work and lifelong learning inside out

Abstract

CONFINTEA VI took place against the background of an uneven and contradictory social and economic impact of globalisation. This impact registered globally and locally, in both the political North and South, drawing new lines of inequality between “core” and “periphery”, between insiders and outsiders of contemporary society. Financial turmoil in the world has exacerbated levels of poverty and insecurity. The question is how work-related education and conceptions of learning might promote greater inclusion and security for those whose livelihoods are most severely affected by globalisation. The Belém Framework for Action implicitly recognises that lifelong learning and work cannot be discussed outside broader socio-economic and political contexts. The authors of this article draw substantially on research from around the world and argue for the re-insertion of “politics and power” into both the theory and practice of “lifelong learning” and “work”.

Résumé

Travail et apprentissage tout au long de la vie dans une tout autre perspective – CONFINTEA VI s’est déroulée sur l’arrière-plan d’un impact socioéconomique irrégulier et contradictoire de la mondialisation. Cet impact s’est fait ressentir à la fois au niveau mondial et local, dans les deux hémisphères politiques du Nord et du Sud, et a dessiné de nouveaux axes d’inégalité entre le « centre » et la « périphérie » , entre ceux qui se trouvent à l’intérieur et ceux à l’extérieur de la société contemporaine. La tourmente financière qui a secoué le monde entier a aggravé les taux de pauvreté et de précarité. La question à poser est la suivante : comment l’éducation liée à l’emploi et les conceptions d’apprentissage pourraient-elles favoriser l’inclusion et la stabilité des personnes dont les sources de revenu sont les plus touchées par la mondialisation ? Le Cadre d’action de Belém affirme implicitement que les questions de l’apprentissage tout au long de la vie et du travail ne peuvent être abordées en dehors des vastes contextes politiques et socioéconomiques. S’appuyant largement sur des travaux de recherche menés dans le monde entier, les auteures de cet article plaident en faveur d’une réintroduction « de la politique et du pouvoir » dans la théorie et la pratique de « l’apprentissage tout au long de la vie » et du « travail ».

Zusammenfassung

Lernen/Arbeit: Arbeit und lebenslanges Lernen im Umbruch – Den Hintergrund der CONFINTEA VI bildeten die ungleichen und widersprüchlichen sozialen und wirtschaftlichen Auswirkungen der Globalisierung. Zu verzeichnen sind diese Auswirkungen global und lokal, im politischen Norden ebenso wie im Süden, und sie reißen zwischen dem „Kern“ und dem „Rand“, zwischen Etablierten und Außenseitern der heutigen Gesellschaft neue Gräben der Ungleichheit auf. Die weltweiten Turbulenzen an den Finanzmärkten haben Armut und Unsicherheit noch weiter verschärft. Die Frage lautet, wie berufsbezogene Bildung und Lernkonzepte für diejenigen, deren Lebensgrundlagen durch die Globalisierung am stärksten beeinträchtigt werden, zu mehr Inklusion und Sicherheit führen könnten. Im Aktionsrahmen von Belém wird implizit anerkannt, dass die Diskussion über lebenslanges Lernen und Arbeit die übergreifenden sozioökonomischen und politischen Zusammenhänge nicht außer Acht lassen kann. Die Autoren dieses Artikels stützen sich im Wesentlichen auf Forschungsarbeiten aus der ganzen Welt und treten dafür ein, Fragen der „Politik und Macht“ wieder in die Theorie und Praxis des „lebenslangen Lernens“ und der „Arbeit“ mit einzubeziehen.

Aprendizaje/trabajo: reconsiderar a fondo el trabajo y el aprendizaje para toda la vida – La CONFINTEA VI tuvo lugar ante el trasfondo de un impacto social y económico desigual y contradictorio de la globalización. Este impacto, registrado a escala global y local, tanto en el Norte como en el Sur en términos políticos, ha trazado nuevas líneas de desigualdad entre el “centro” y la “periferia”, entre los que están dentro y los que están fuera de la sociedad contemporánea. Las turbulencias financieras mundiales han exacerbado los niveles de pobreza e inseguridad. El interrogante que se plantea aquí es cómo la educación y los conceptos del aprendizaje relacionados con el trabajo pueden promover una mayor inclusión y seguridad para aquellos cuyos sustentos están más seriamente afectados por la globalización. El Marco de acción de Belém reconoce, implícitamente, que el aprendizaje a lo largo de toda la vida y el trabajo no pueden discutirse fuera de contextos socioeconómicos y políticos más amplios. Las autoras de este artículo se remiten ante todo a estudios realizados en todo el mundo y abogan por la reinserción de “política y poder” tanto en la teoría como en la práctica del “aprendizaje a lo largo de toda la vida” y del “trabajo”.
