Wohlfahrtsstaatlicher Wandel zwischen „Arbeitszwang“ und „Befähigung“

Zusammenfassung

Der mit den Begriffen „workfare“, „enabling“ oder „social investement state“ bzw. als „Aktivierender Wohlfahrtsstaat“ bezeichnete Paradigmenwechsel beinhaltet eine Neujustierung des klassischen Spannungsverhältnisses von Sozialpolitik, nämlich der gleichzeitigen Förderung von Dekommodifizierung und Rekommodifizierung. Der vorliegende Artikel versucht anhand eines Vergleichs aktivierender Arbeitsmarktpolitik in Dänemark, Großbritannien und Deutschland zu zeigen, dass in allen Ländern die Kommodifizierung von Arbeitskraft zum zentralen Ziel avanciert, das sowohl über eine Verstärkung des Arbeitszwangs als auch eine Ausweitung befähigender Politiken umgesetzt wird. Die Herausbildung verschiedener nationaler Varianten aktivierender Arbeitsmarktpolitik wird dabei anhand der Stärke bzw. dem Umfang von Zwang und Befähigung bzw. deren jeweiliger Kombination festgemacht. Vor diesem Hintergrund kann die Umsetzung des Paradigmenwechsels aufgrund unterschiedlicher Ausgangsbedingungen und Reformpolitiken als weitgehend pfadabhängiger Wandel charakterisiert werden.

Abstract

The concepts of “workfare”, an “enabling” or a “social investment state”, respectively of an “activating welfare state”, share the idea of a paradigm shift of welfare state policies resetting the classic tension between decommodification and (re-)commodification. In this article, a comparative analysis of activating labor market policies in Denmark, Germany and the UK is giving evidence that in all countries recommodification has become a major goal, put into practice by both an increase of workfare and enabling policies. Different reform paths, however, can be identified as the emphasis on enforcing and enabling instruments as well as the particular mix of the instruments varies due to the country-specific background. Hence, the difference of reform policies is supposed to lead to a path dependent implementation of the paradigm shift of welfare state policies.

Résumés

Le changement de paradigme désigné sous les concepts de „workfare“, d’„enabling“, de „social investment state“ ou encore d’„Etatprovidence activateur“ implique un réajustement de la tension classique inhérente à la politique sociale consistant à promouvoir à la fois la démarchandisation et la remarchandisation. Cet article tente de montrer à partir d’une comparaison des politiques d’activation du marché du travail au Danemark, en Grande-Bretagne et en Allemagne que la marchandisation de la force de travail est en train de devenir l’objectif central dans tous les pays, la réalisation de cet objectif passant aussi bien par un renforcement de la contrainte de travailler que par une extension des politiques de capacitation. On distingue différentes variantes nationales des politiques d’activation du marché du travail selon l’intensité et l’ampleur respectives des mesures de contrainte et des mesures de capacitation. Dans ce contexte, la mise en oeuvre de ce changement de paradigme apparaît comme une transformation soumise à une forte dépendance de sentier en raison de la diversité des conditions initiales et des politiques de réforme.
