Reconstructing the Politics of Indigenous Identity in Chile

Abstract

Current research questions how archaeology has reconstructed social identities based on material culture and ethnic groups. Recently, some Native populations from the Tarapacá region, Northern Chile, have claimed their indigenous rights and recognition as Andean First Nations. Using existing laws and programs developed by the Chilean government, they have redefined themselves as organised local communities. Their claims question archaeological practice in the production and reproduction of scientific knowledge, and its social repercussions in the property of land, water and cultural heritage. Within the Latin American social context, archaeology sometimes has avoided playing a political role, consequently conceding certain histories above others. As a social science, the discipline needs to evaluate its impact on archaeologically based identities which are sometimes politically alienated, modified, and appropriated to create new representations of the past legitimised in present time. This paper furthers a discussion of the politics of identity by focusing on the Chilean Aymara case and the legitimacy of its appropriation strategies.

Resumen

La investigación reciente cuestiona cómo ha reconstruido la arqueología las identidades sociales basándose en la cultura material y en los grupos étnicos. Recientemente, algunas poblaciones nativas de la región de Tarapacá, Norte de Chile, han reclamado sus derechos indígenas y su reconocimiento como Primeras Naciones Andinas. Por medio de leyes y programas actuales desarrollados por el gobierno Chileno, se han redefinido a sí mismos como comunidades locales organizadas. Sus demandas cuestionan la práctica arqueológica en la producción y reproducción del conocimiento científico y su repercusión social en la propiedad de la tierra, del agua y del patrimonio cultural. Dentro del contexto social Latinoamericano la arqueología ha evitado, en ocasiones, jugar un papel político y como consecuencia ha admitido ciertas historias frente a otras. Como una ciencia social, la disciplina necesita evaluar su impacto en las identidades basadas en la arqueología, que a veces son alienadas, modificadas y se han apropiado de ellas para crear nuevas representaciones del pasado legitimadas en el presente. Este artículo fomenta una discusión sobre las políticas de la identidad centrándose en el caso Chileno Aymara y la legitimidad de sus estrategias de apropiación.

Résumé

Les recherches actuelles questionnent la façon dont les archéologues ont reconstruit l’identité sociale de groupes ethniques à partir de la culture matérielle. Récemment, des populations autochtones de la région du Tarapacá, au nord du Chili, ont demandé à ce que leurs droits d’autochtones soient reconnus ainsi que leur appartenance aux Premières Nations andéennes. En utilisant des lois et des programmes développés par le gouvernement chilien, ils se sont redéfinis comme des communautés locales structurées. Leurs revendications questionnent la pratique de l’archéologie dans la production et la reproduction de connaissances scientifiques ainsi que les répercussions sociales sur la possession des terres, de l’eau et du patrimoine culturel. Dans le contexte social de l’Amérique latine, l’archéologie a parfois évité de jouer un rôle politique et en conséquence à concéder certaines versions de l’histoire parmi d’autres. Comme science sociale, cette discipline doit évaluer son impact sur les identités basées sur l’archéologie qui sont parfois politiquement aliénées, modifiées et dont les gens s’approprient le contenu pour légitimer des nouvelles représentations de l’histoire dans le présent. Cet article encourage une discussion sur les politiques identitaires en insistant sur le cas des Aymara chiliens et la légitimité de leurs stratégies d’appropriation.
