Value analysis is a powerful problem solving tool that can reduce cost while maintaining or improving performance requirements (Woodhead and McCuish, 2002; Kelly and Male, 2004). Hussain (2001) present research attempts to design called Value engineering expert system in suburban highway design (VEESSHD) that employ the power and abilities of expert system in solving complex problems to assist decision team in suburban highway design.
