러시아는 21세기 글로벌 정보화 시대에 국가안보에서 정보부문의 역할이 매우 중요하다는 점을 인식하고 있으며 이와 관련하여 전략적 인식의 전환과 정부와 민간시스템의 정비, 그리고 정책의 시행과 문화의 변환 등과 같은 포괄적 대응이 필요하다는 것을 이해하고 있다. 이 연구는 사이버 안보와 관련된 러시아의 국가전략과 정책들에 대해 조사하고 그 내용들을 소개하며, 그리고 전략과 세부정책들 사이의 관련성을 평가하기 위한 목적을 가진다. 러시아의 사이버 안보에 대한 인식과 접근방식, 그리고 전략과 정책들은 미국-서방의 사이버 안보에 대한 그것들과 뚜렷이 대비되며 독창적이고 독자적이다. 러시아는 사이버 안보와 관련된 미국-서방의 규범과 인식, 그리고 개념에 동의하지 않으며 자신들이 독자적인 규범과 인식, 그리고 개념을 주장하고 국제적인 규범표준으로 제시하고자 한다. 러시아의 이러한 독자적인 태도는 러시아의 사이버 안보에 대한 발전이 미국의 단극적인 사이버 패권에 대한 거부와 저항에서 시작되었다는 것과 관련이 있다. 미국이 일방적으로 주도하는 정보의 자유롭고 개방적인 공간인 인터넷의 확장은 러시아의 정치, 경제, 군사, 문화, 역사, 종교적 주권에 대한 중대한 지정학적 위협으로 받아들여진다. 이 연구에서는 이처럼 우리에게 익숙한 미국-서방과는 다른 독특한 하지만 상당히 발전된 러시아 사이버 안보와 관련된 전략과 정책들을 소개하고 그 관련성들을 살펴볼 것이다.

Russian Federation recognizes that the role of information sector is very important for the national security in the 21st century. Regarding this matter, she also understands the necessity of a comprehensive response including transformation of the strategic perceptions, reshuffling of governmental and civilian systems, policy implementations, and cultural shifts. This study investigates on the Russian national cyber security strategies and policies, introduces their contents, and assesses the relationships of such strategies and policies. Russia’s perceptions, approaches, strategies, and policies on cyber security is clearly unique, authentic, and contrasted from those of the US and the West. Russia disagrees with the norms, perceptions, and concepts of the US-West regarding cyber security and persistently proposes her own norms, perceptions, and concepts as the international standard. Such an attitude of Russia is associated with that the development of Russian cyber security started from her refusal and resistance against the unipolar cyber hegemony of the US. Russia perceives the extension of open and information free-flowing internet which the US unilaterally leads as a grave geopolitical threats against the Russian sovereignty of politics, economy, military, culture, history, and religion. The Russian cyber security strategies and policies are yet unfamiliar to South Korea. This article introduces Such a unique and unfamiliar Russian cyber security strategy and policies and examines the relationships between them.
