본 연구는 사이버안보 분야의 국제규범협력의 조건을 종합적으로 이해하기 위해 국가의 선호의제를 분석한다. 사이버공간이라는 독특한 위상 위에서 개념화되는 사이버위협은 그 개념과 범주의 모호성 때문에 전통적 군사수단을 통한 대응이 어렵다. 또한, 신규 안보문제로서 사이버위협 대응에 대한 각 국가의 선호는 각기 상이하게 구성될 수 있다. 이러한 측면들을 고려하면서 국제 사이버안보 규범협력을 구축하기 위해, 국가들의 선호구조 파악이 필수적이다. 사이버안보 전략에 나타나는 국가들의 주요 선호의제는 무엇인가? 국가들의 의제 선호도는 어떻게 분포되어 있는가? 본 연구는 전 세계 국가사이버안보전략을 수집해 분석함으로써 국가 사이버안보 선호구조를 종합적으로 분석하는 최초의 시도이다. 우선, 본 연구는 토픽모형 알고리즘을 포함한 일련의 텍스트처리 기법을 사용해 사이버안보 전략에 나타나는 국가들의 선호의제를 도출한다. 분석 결과, 군사화와 안보딜레마 상황에 주목하는 기존 연구들의 관심과 대조적으로 국가들은 경제적 이해관계 보호(37.56%)에 더 큰 선호를 가지고 있는 것으로 나타났다. 경제적 선호는 다시, 사적영역 보호와 인프라 및 경제개발에 대한 관심으로 분류되었다. 한편, 전통적 안보대응에 해당하는 규범협력(14.50%)과 군사화(11.02%)는 상대적으로 적은 비중으로 나타났으며, 두 의제에서 강대국의 리더십이 확인되지 않았다. 본 연구의 결과는 향후 국제 사이버안보 정치에서 경제적 이해관계가 중요한 요소가 될 수 있고, 사이버안보 국제규범에 대한 현재의 담론이 향후 높은 변화가능성을 지니고 있음을 암시한다.

We analyze the states’ issue preferences to understand the condition of international cybersecurity norms cooperation comprehensively. It is challenging to address cyberthreats with traditional military means as the concept and scope of cyberthreats are hard to define. Also, as a new security problem, each state’s preference for addressing cyberthreats can be differently constructed. It is crucial to understand the structure of the preferences of states to establish international cybersecurity norms cooperation with considering those aspects. What are the main preferences of states in cybersecurity strategies? How are countries’ agenda preferences distributed differently? Our study is the first effort to analyze states’ cybersecurity preferences comprehensively by collecting and analyzing the National Cybersecurity Strategies across the world. To build a comparative dataset from the textual strategy documents, we use a series of text analysis methods including a topic model algorithm. Our analysis shows that, in contrast to the dominant studies that focus on the militarization and cybersecurity dilemma, states have greater concerns in protecting economic interests (37.56%). The economic preference was divided into the protection of the private sector and infrastructure development. Meanwhile, traditional security measures, including security norms cooperation (14.50%) and militarization (11.02%), were shown low, and the leadership of great powers on these matters was not found. The results imply that the economic interests can be critical factors in the future international cybersecurity politics, and the current discourse of international cybersecurity politics has a high potential to change.
