1970년대 이란의 핵 개발 동인: 비판 지정학을 중심으로

이란이 왜 핵을 개발하였는가에 대한 연구는 주변국의 안보 위협에 의한 것, 혹은 국내 정치적 다이나믹에 의한 것이라는 설명이 주류를 이루고 있다. 그러나 1970년대 이란의 국내외적 상황은 그러한 설명에 오류가 있음을 알 수 있다. 이에 본고에서는 ‘비판적 지정학’의 관점에서 1970년대 이란의 핵 개발 원인을 분석해보고자 한다. 기존 강대국 중심의 전통적 지정학을 비판적으로 바라보고 지정학적 상상력을 중시하는 ‘비판적 지정학’은, 각 국가는 ‘지정학 코드(Geopolitical Code)’와 ‘지정학 비전(Geopolitical Vision)’을 통해 국가의 지정학적 이익을 만들어낸다는 것을 그 핵심으로 한다.
이란은 국제적 수준에서는 미국과의 협력을 이룬 한편, 지역적, 국지적 수준에서는 지역 패권을 노리는 국가들을 잠재적 적으로 돌리며 이익을 최대화 하려는 지정학 코드를 가지고 있었다. 이는 ‘원자력의 평화적 이용’으로 정당화되면서 핵 개발을 위한 동인이 되었던 것이다. 한편, 이란 국민들은 외세로부터의 자주성을 확보하고자 하는 지정학 비전을 갖고 있었으며 이는 외세 트라우마의 극복과 석유자원의 공정한 분배, 수자원에 대한 생존권 보장이라는 측면에서 강화되었다. 국제적 수준에서의 지정학 코드는 이란 국민이 가졌던 지정학 비전과 충돌을 일으켜 1979년 이슬람 혁명으로 이어지면서 핵 개발에 대한 동력을 감소시켰으나 국지적, 지역적 수준에서의 이란의 지정학 코드와 비전은 이란이 자주적으로 자원안보를 확립하기 위해서는 핵을 개발해야 한다는 정당성을 제공해주었다.
핵 개발 동인 연구는 지정학적 경쟁의 중심에서 북한 핵 위협을 안고 사는 우리에게 주는 의의가 크다. 이란의 핵 개발에 대한 비판 지정학적 접근은 핵 개발의 본질적인 동인을 입체적으로 분석함으로써 비핵화에 대한 실마리를 제공해줄 수 있다는데 가치가 있다.

The literature on why Iran developed nuclear weapons mainly has focused on security threats from neighboring countries or domestic political dynamics. But the domestic and international situation in Iran in the 1970s shows that there are limitations in such an explanation. In response, this paper aims to analyze the causes of Iran’s nuclear development in the 1970s from the perspective of “Critical Geopolitics.” Critically looking at traditional geopolitics centered on existing superpowers and placing importance on geopolitical imagination, “Critical Geopolitics” is considered as a tool for each country’s creation of geopolitical interests through “Geopolitical Code” and “Geopolitical Vision.”
Iran had a Geopolitical Code to maximize profits by turning countries seeking regional hegemony into potential enemies at the regional and local levels, while achieving cooperation with the United States at the international level. This was justified by the “peaceful use of nuclear power” and became the driving force for nuclear development. Meanwhile, the Iranian people had a Geopolitical Vision to secure independence from foreign powers, which was strengthened in terms of overcoming foreign forces trauma, fair distribution of oil resources, and ensuring the right to survive in water resources. Geopolitical Codes at the international level clashed with the Geopolitics Vision the Iranian people had, leading to the 1979 Islamic Revolution, but Iran’s Geopolitical Code and Vision at the local and regional levels gave Iran justification for developing nuclear weapons in order to establish resource security independently.
The research on nuclear development is very meaningful to us since we have never been out of geopolitical competition and are living under the threat of North Korea’s nuclear threat. Therefore, this relatively new approach to the causes of nuclear development provides a clue for denuclearization by analyzing the essential drivers of nuclear development.
