시큐리티(security)는 어떻게 '안보'가 되었을까?: '안전', '안전보장', '안보'로의 전환 과정을 중심으로

이 논문은 국제정치의 핵심 개념인 시큐리티(security)가 한국 사회에 수용되고 ‘안보(安保)’라는 일반적 번역어로 귀결되는 과정을 추적한다. 20세기 후반 시큐리티의 개념적 확장에 힘입어 한국에서도 ‘안보’의 개념적 확장이 이루어져왔지만, 정작 이론의 대상이 되는 ‘안보’라는 용어 자체가 어떻게 형성되었는지에 관한 연구는 한국에서는 전무하다. 일본의 연구에 따르면 ‘안보’는 1920년대 이후 국제정치에서 시큐리티의 독특한 의미를 반영한 두꺼운 기표(thick signifier)이다. 하지만 일본의 이런 연구는 ‘안보’ 이전에 성립된 시큐리티의 일반적 번역어의 존재를 간과하고 있고, 나아가 ‘안보’가 이 초기 번역어를 제치고 일반적 번역어로 자리매김하게 되는 과정을 검토하지 않고 있다. 이런 점에 유의하면서 번역어 ‘안보’의 성립 과정을 검토한 본 논문은 (1) 19세기 중후반 시큐리티에 대한 다양한 번역어가 생겨났지만 19세기말 ‘안전’이 시큐리티의 대응어로 사용되었고, (2) 1920년대 유럽에서의 ‘security problem’을 계기로 ‘안전보장’이 시큐리티의 예외적 번역어로 사용되었으나, (3) 그 축약어인 ‘안보’가 ‘안전’을 제치고 시큐리티의 일반적 번역어가 될 수 있었던 것은 1970년대 ‘안보 문제’의 촉발로 ‘안보’란 용어가 유행했기 때문이며, 이 과정에서 ‘안전보장’이 가지고 있었던 원의미는 아이러니하게도 탈각되었음을 주장한다.

This article aims to trace the transmission process of “security”-key concept of international politics-and the historical context by which “Anbo (安保)” became the translation equivalent of the concept in Korean society. Although the concept of Anbo in Korea has been enlarged in its dimension in relevancy with the conceptual expansion of security in the late 20th century, it seems hard to identify decent research that explains the political and historical contexts of the term itself. According to research in Japan, Anbo is a thick signifier formulated under the particular context of the 1920s. However, former research neglects to show early translations of security, the general translation word among alternatives, and the context of how Anbo triumphed at last in Korea. Regarding the above, this article argues: (1) that “Anjeon (安全)” could be considered a general translation of security, among the various translation words of it, coined in the nineteenth century in East Asia. (2) that “Anjeonbojang (安全保障)” arose as an exceptional translation of security since the “security problem” in 1920s Europe. (3) that Anbo as an abbreviation of Anjeonbojang could be the last-standing translation word of security mainly due to the 1970s’ general trend stirred by “Anbomunje (安保問題)”, which ironically blurred the semantic correlation between Anbo and Anjeonbojang.
