존재론적 안보(ontological security)의 동학: 미국의 대중 강경책과 미중경쟁

본고는 존재론적 안보(ontological security)라는 이론적 시각을 통해 미중경쟁과 미국의 대중국 강경책의 촉발요인을 미국의 “정체성 불안”(identity anxiety)이라는 측면에서 고찰한다. 이를 위해 존재론적 이론은 무엇이며 어떤 이론적 함의를 내포하고 있는지에 대해 먼저 설명한다. 이를 바탕으로 존재론적 안보 이론이 현실주의적 안보이론의 한계를 보완하고 미국의 대중 외교안보정책의 변화와 지속을 설명하는데 유용한 이론적 시각을 제공할 수 있음을 밝힌다. 특히 냉전 종식 후, 미국의 헤게모니 정체성이 어떻게 분열되고 위기를 경험하게 되었는지 9･11테러, 2008년 금융위기, 그리고 트럼프 당선의 시계열적 분석을 통해 제시하고 미국은 정체성 불안의 경험으로부터 벗어나 공고화된 정체성을 지속 및 유지하려는 움직임으로서 중국을 통해 정체성 불안을 외재화(externalization)하고 이 과정 속에서 미중갈등이 심화되었음을 상술한다.

Through the theoretical perspective of ontological security, this article examines the factors that trigger US-China conflict in terms of US "identity anxiety." To this end, it explains what ontological theory is and what theoretical implications it has. Based on this, it is revealed that the ontological security theory can supplement the limitations of realism in analyzing the US-China conflict and provide an insightful perspective. To elucidate this, this article discusses how the US identity, largely formed after the end of the Cold War, has experienced ruptures and crises going through the September 11 terror, the 2008 financial crisis, and the Trump election. This article finds that the US has dealt with its identity anxiety by externalizing it into a fear of “China threats,” resulting in strong bipartisan support for a tough stance on China. Ultimately, how the US copes with its identity anxiety contributes to US-China competitions and the instability of the contemporary international system.
