초록

Since the 1980s, many developed countries-having recognized culture as a key component of welfare-began to draft various policies to expand arts consumption. Following this trend, Korea has also been issuing diverse, consumer-oriented policies of its own. However, it is difficult to expect the policies to be effective, as most are put forth without adequate research done on the actual conditions of arts consumption. This study examines the factors affecting arts consumption in Seoul, the capital city of Korea, by applying the Zero-Inflated Poisson and Zero-Inflated negative binomial models to survey data from 2009. The results of this study suggest that policy makers should focus on arts education during both childhood and adulthood in order to increase arts consumption in Seoul.
