사회보험료 지원사업(두루누리사업)과 근로장려세제는 주요 정책대상을 저임금 근로계층으로 설정하고 있다는 점, 임금보조를 통해 사회보험 가입유인 및 근로유인을 제고하는 동시에 소득재분배 효과를 도모한다는 점에서 유사성을 갖고 있다. 문제는 두 제도 모두 도입연한이 짧음에도 불구하고 적절한 성과평가를 거치지 않은 채 지속적으로 확대되고 있다는 것이다. 큰 틀에서의 재정지출 효율화를 꾀하려면 두 제도를 효과적으로 연계시키는 작업이 반드시 필요하다는 인식 하에, 본 논문은 제도 간 연계방안을 도출하고자 작성되었다. 먼저, 가용한 자료를 토대로 분석한 결과 두 제도의 수혜대상이 상당 부분 중복될 것이라는 예상과는 달리 실제로 그렇지 않을 개연성이 높음을 발견하였는데, 이는 지원대상간 특성 차이를 보다 면밀하게 파악하는 것이 적절한 제도연계의 선행조건임을 시사한다. 그럼에도 불구하고 적절한 제도연계의 필요성은 상존하는데, 그 중에서 가장 핵심이 되는 방안은 두 제도의 운영주체인 국세청과 사회보험공단간의 정보공유 및 연계를 통해 근로장려세제 수혜자를 사회보험 가입 여부 및 보험료 납부 여부를 기준으로 유형화하고, 각 유형별로 차별적인 연계수단(사회보험료 정산 혹은 적절한 가입유형으로의 전환 유도)을 적용하는 것이다.
In this paper, we suggest an effective way to link the two programs in Korea, the Social Insurance Premium Subsidy(SIPS) and the Earned Income Tax Credit(EITC). These two programs are closely related in the sense that they take similar forms(wage subsidy), have similar targets(low-income wage earners), and similar goals(extending the nation wide coverage of social insurances), so an effective linkage between them is essential for the efficient allocation of the government expenditures. Through the proper information sharing between the National Tax Service and the National Social Insurance Service, it is necessary to divide the beneficiaries of EITC into several disjoint groups based on whether they are benefitted from SIPS or not, whether they adequately join in social insurance or not, and whether they pay social insurance premiums or not. Then discriminated linkage methods(making the beneficiary to pay his overdue premiums with EITC or to switch to the legitimate insurance status) should be applied to each group.
