본 연구는 지방행정조직을 중심으로 장애인체육 행정전달체계의 현황 및 인식을 조사하고, 이를 근거로 발전적인 개선 방안을 모색하고자 하였다. 이를 위해 장애인체육행정 전문가와 담당 공무원, 체육단체 관계자 등을 대상으로 설문조사를 실시하였으며, 이에 대한 전문가 집단의 의견을 종합하여 다음과 같은 개선 방안을 제시하였다. 정부부문 행정전달체계에 대한 개선 방안은 첫째, 광역자치단체 수준에서는 전담 부서의 설치, 기초자치단체의 경우는 담당 공무원의 배치 방안이 적절하다. 둘째, 장애인체육 행정전달체계에서 체육지도자 배치는 매우 중요한 정책 수단이며, 이에 대한 단계적 접근이 필요하다. 다음으로 민간부문 행정전달체계에 대해서는 첫째, 시군구지회 설치는 기초자치단체 현실에 맞게 자율적으로 설치하거나 연합지회 설치 등의 방안을 고려할 수 있다. 둘째, 유형별 체육단체의 시도지부 가맹에 대해서는 시도지부에 유형별 체육단체를 가맹시키는 것은 바람직하지 않으며, 각종 위원회 설치는 생활체육위원회와 같이 지역의 전문인사 참여와 지부운영의 민주성 확보 등이 필수적이다. 셋째, 지부 운영체계 및 운영 매뉴얼 표준화는 대한장애인체육회와 시도장애인체육회, 시군구장애인체육회와의 원활한 업무 협조 및 사무처리 차원에서 필요하다. 넷째, 유관 체육단체 활용에 있어서는 지방의 생활체육협의회를 활용할 수 있으며, 지방장애인체육회의 지부 보직자 직급체계 표준화가 필요하다.
This study was conducted to explore the current status and perception for sports administration system for people with disabilities in Korea and to seek the developmental improvements. In order to achieve this purpose, a questionnaire was used to as the survey tool. Experts and officials in sports administrative organizations for the disabled and professors in sports science for the disabled participated in this survey. Based on the expert group's suggestions for the result of survey, developmental improvements were presented. The improvement plans in government sector were presented on two aspects. First, it was suggested that metropolitan governments have to set up a unit to take full charge of and local governments have to post official. Second, placement of sport instructor is crucial political means in administration service system for the disabled and there is a need to access in phases to achieve the goal. Secondly, the improvements in private sector were revealed in four aspects. First, establishment of branch in ward and county is need to be progressed by current situation of local government and it need to be considered to place allied branch in each local government. Second, to affiliate sport organizations into branches of local government is not desirable and establishment of all sorts of committee is needed to secure transparency and democracy in administration of branches and participation of experts. Third, standardization of administration system and manual in local branches is positively necessary as a matter of collaboration affair with Korean Sports Association for the Disabled and provincial sport associations as well as a way of smooth conducting business. Fourth, it is pertinent to make use of local council of sport for all for sport organizations and standardize the classification system in provincial sport association for the disabled.
