초록

탈 국가주의, 탈 이데올로기 및 탈자본주의 논의 속에, EU 사회 통합 논의는 새로운 국면에 접어들었다고 볼 수 있다. 기존의 EU 사회 통합은 국가주의적 색체에서 벗어나 통합의 가장 기본이 되는 사회의 각계각층의 목소리가 반영된 모습으로 발전하기 시작했다. 정부간주의적 또는 기능주의적 통합 방식은 사회 통합을 이해하는데 있어 중요한 시사점을 제공하였다. 그러나 실제 통합에 참여하는 다양한 행위 주체들의 역할과 그 과정에서구현되는 제도화 및 공동의 정체성 형성 과정에 대한 고찰은 부족해 보인다. 이런 배경속에, 본 연구는 유럽 내 사회 통합 논의를 두 가지 측면에서 접근하고자 한다. 첫째, 사회 통합 논의가 기존의 통합 논의와 어떤 차별성과 함의를 가지는가를 고찰한다. 둘째, 상기의 이론적 논의를 논증함에 있어, EU 사회 정책 사례가 사회 통합에 필수적일 수 있는다층적 통치 구현을 위한 제도화 과정과 그 과정에서 수렴 발산되는 공동의 정체성 형성과정에 어떤 함의를 가지는지도 고찰한다.
