이 논문은 세계금융위기 기간인 2008년 9월부터 2009년 4월까지 원/달러 환율의 일별 자료와 IGARCH(1, 1) 모형을 사용하여 정부의 구두시장개입이 원/달러 환율에 어떤 영향을 미쳤는가를 실증적으로 분석하였다. 기존연구들과 다르게 이 논문은 첫째, 환율 변동률이 큰 기간과 작은 기간을 구분하여 구두개입의 효과를 비교 분석하였으며, 둘째, 구두개입의 효과에서 미시적인 시장거래량의 중요성을 강조하여 외환유동성과 선물포지션 비율을 통제변수로 사용했다. 이 논문의 실증결과에서 구두개입의 효과는 일시적이며 전일의 구두개입은 오늘 환율을 안정화시키는 것으로 나타났으며, 환율의 변동성이 큰 기간에서 구두개입의 효과가 큰 것으로 나타났다. 한편, 선물매도로 나타낸 외환유동성과 선물포지션 비율은 환율에 모두 유의적인 음(-)의 효과를 미치고 있었다. 이는 시장 안정화 수단으로서 정부의 선물포지션 비율에 대한 규제는 일시적으로 환율을 불안정하게 할 수 있으며, 환율 변동성을 증가시키는 것으로 보여 진다.
Using daily data and IGARCH model of the Korean Won/dollar exchange rate, this paper empirically examines how the verbal intervention by the Korean government influenced the exchange rate during the global financial crisis from September 2008 to April 2009. This study has two main contributions to the literature; comparing the intervention effects between the stable and unstable markets, and controlling market liquidity for the effect of the intervention. Evidence shows that the effect of verbal intervention was temporary, and significant only for a period when the exchange market was extremely volatile. The trading volume of foreign exchange and a ratio of volume of futures to spots seemed to have an significantly negative impact on the exchange rate.
