탈냉전 이후 국제정세의 가장 중요한 키워드는 ‘중국의 부상’에 따른 미·중간의 갈등이다. 이러한 미·중간의 갈등은 동북아 지역의 이주민 정책에도 상당한 영향을 미칠 수밖에 없다.
이와 같이 동북아의 정세변화는 북한이탈주민의 증가로 이어지고 있고, 저출산·고령화의 심화에 따른 지속적인 해외 이주민의 유입으로 한국사회가 다문화사회로 이행되면서 다문화 가정의 사회적응과 사회 통합이 중요한 정책과제로 부상하고 있다. 다문화사회의 다양성과 차이로부터 초래될 수 있는 사회적 양극화나 차별과 같은 부정적 사회 현상들에 대한 정책의 마련은 중요한 사회적 과제이다.
따라서 편견과 차별 극복을 위한 이주민정책의 정확한 상황인식과 ‘배제’가 아닌 ‘통합’을 위한 올바른 이주민정책 방향은 매우 중요하다. 아울러 북한이주민정책과의 조화도 이루어져야 한다. 이를 위하여 이주민정착을 위한 다양한 지원과 서비스의 개선 그리고 차별과 배제의 금지와 다문화교육의 제도화가 필요하다.
