초록

인적자원이 경쟁우위의 원천이라는 인식이 확산됨에 따라 전략적 인적자원개발의 구축과 인적자원개발의 실행 전략에 대한 관심이 높아지고 있다. 본 연구에서는 문헌 분석에 근간하여 전략적 인적자원개발의 구성요소와 인적자원개발 실행 전략을 탐색하였고, 도출된 구성요소와 실행전략에 맞추어 8개 국내 HRD 우수조직의 전략적 인적자원개발 구성요소의 실천 수준과 실행전략을 분석하였다. 분석결과에 따르면, 전략적 인적자원개발의 의미는 조직 전략을 지지하고 실천하기 위한 계획 관점과 새로운 전략을 형성하기 위한 학습관점을 중심으로 형성되고 있다. 도출된 전략적 인적자원개발의 7가지 구성요소는 전략의 실행과 형성에 영향을 주기 위한 인적자원개발과 조직전략과 목표와의 적합성(fit), 지속가능한 경쟁우위 요소의 탐색과 파악, 전략실행의 지원과 형성, 경영층 및 리더의 지지와 적극적 참여, 환경 및 조직역량-인적역량-개인요구 간의 적합성 강화, 인적자원관리와 인적자원개발과의 연계성 강화, 전략적 인적자원개발 성과지표의 관리였다. 인적자원개발 실행 전략으로는 맞춤식 전략, 비용절감의 전략, 품질 제고의 전략과 혁신기반의 전략이 탐색되었다. 전략적 인적자원개발 구성요소와 실행전략에 근거하여 국내 8개 HRD 우수조직의 사례를 분석한 결과 전략적 구성요소에서는 중간 정도의 실천 수준을 나타내고 있었으며, 실행 전략은 대부분의 조직에서 내용영역(교육훈련, 역량, 가치, 성과) 중심으로 접근하고 있었으며, 전략의 일반적 의미인 자원 활용 프로세스에 대해서는 명확하게 제시되어 있지는 않았으나 각 조직의 상황에 맞게 적절한 실행모델을 활용하는 것으로 나타났다. 본 연구에서 탐색된 전략적 인적자원개발의 구성요소와 실행전략은 연구나 실무에서 전략적 인적자원개발을 진단하거나 전략적으로 실행하는데 기초자료로 활용될 수 있을 것이다.
