공공부문 성과측정과 대시민 책임성에 관한 연계성 고찰

본 연구는 공공부문 성과측정이 대시민 책임성에 기여할 수 있다는 가정에서 출발하여 기존의 선행연구들이 이러한 연계성에 대해 비판적 입장을 취한 부분을 재비판적으로 고찰하고 대시민 책임성 확보를 위해 올바르게 설계된 공공부문의 성과측정 및 관리시스템이 추구해야 할 방향을 제시한다. 본 논문은 성과측정과 책임성 연계에 관한 부정적 시각을 5가지 이슈로 구분하고 이에 대한 비판적 고찰을 통하여 이 분야에서의 논의를 위한 출발점을 제시하고 실험적 연구의 중요성을 강조하면서 대시민 책임성 확보를 위해 성과측정 및 관리체계가 어떤 부분에 중점을 두고 설계운영 되어져야 할지에 대해 5가지 대안을 제시한다.

This study starts from an assumption that performance measurement in the public sector can contribute to securing government's accountability to citizens. The existing literature has not shown positive views on the possible linkage between performance measurement and accountability issues. This study argues that previous studies have not given careful investigation to the nature of performance measurement in the public sector. While critiquing the existing literature in terms of five important issues, this study suggests how rightly designed performance measurement and management systems can help to improve government's accountability to citizens.
