본 연구는 어려운 환경에도 불구하고 전북도청은 어떻게 외국인직접투자 유치사업을 추진했는지? 그리고 그 결과가 어떠했는지?에 대해여 한정된 자료를 가지고 답을 찾으려 탐색적 연구를 했다. 참고한 이론은 사회학적 신제도주의이다.
본 연구는 전북도청, 산업자원부 등의 자료를 분석하여 다음을 확인하였다. 전북도청은 1997년 외환위기 이후 다른 지방자치단체와 마찬가지로 정부의 정책을 모방적으로 수용해서 외국인직접투자 유치사업을 추진하였다. 그러나 전북 도지사는 당면한 환경이 변하자 새만금사업, 일자리 창출 등을 더 강조하였다. 이에 따라서 도지사의 관심도 조직도 변하였다. 전북도청은 외국인직접투자 유치보다 국내기업 투자 유치에 주안점을 두었다. 투자 유치 관련 조직도 투자유치보다 일자리창출 쪽으로 그 초점이 변하였다. 전북 도청의 외국인직접투자 유치금액(도착 기준)도 전국의 그것에서 차지하는 비율이 상대적으로 미흡하였다. 이와 같이 전북도청은 수도권 지역과는 비교도 안 될 정도로 어려운 환경에서 외국인직접투자 유치사업을 추진하면서 형식주의 경향을 보였지만 그것은 전북 도민과 중앙정부의 지지 및 지원을 확보하기 위한 상징을 관리하기 위한 것이라고 본 연구는 해석하였다.
Purposes of this study are to explore and document how Jeonbuk Provincial Office’s FDI invitation program was executed and what the result of the program was with reference to the sociological new institutionalism by using the Jeonbuk Provincial publications and Korean government’s documents. This study found that Jeonbuk Provincial Office executed the FDI invitation program had followed central government’s policy and guidance for Jeonbuk Provincial Office to attain survival and legitimacy. The result of this study revealed that the outcome of program was insignificant compared to other local governments. The result also noted formalism in Jeonbuk Provincial Office’s FDI invitation program. This formalism can be a symbol management for inducing support from residents of Jeonbuk province as well as central government.
