초록

본 연구에서는 2만 불이 넘어선 경제성장 상태에서 민주주의를 지속하면서 한국 관료제 가 강하고 효율적인 모습으로 지속가능할 것인지 논증해보았다. 한국 관료제는 1970년 대 산업화 시대에 효율적 장치를 내장하고 획기적인 경제발전을 이루어내고, 이를 토대 로 성장한 시민사회를 통해 민주주의가 공고화되는 과정에 있는 것으로 나타났다. 그러 나 우리나라 관료제는 여전히 민주주의 측면에서 뿐만 아니라 효율성 측면에서도 비판 을 받고 있기 때문에 트릴레마에 빠져있는 것으로 분석되었다. 2014년 4월 16일 세월호 의 침몰사고에서도 확인할 수 있듯이 무능하고 비효율적인 관료제가 결코 민주적일 수 없으며, 효율성이 내재된 강력한 관료제가 오히려 민주주의 발전의 기본조건임도 확인 할 수 있었다. 그러므로 우리나라 관료제가 국가발전의 지속적인 구심체로서 작동하기 위해서는 막스 베버의 관료제 모델의 확장 해석이 요구되는 것으로 나타났다. 결론적으 로 본 연구에서는 기존 관료제 규칙의 합리적인 재설계, 부처할거주의의 확장 해석을 통한 분업과 조정원리의 보완, 네트워크 조직을 통한 명령통일 원리의 확장, 그리고 협 력기획을 통한 전문성 원칙의 보완을 제안하였다.
