이 논문은 발전국가 유형의 변화에 대해 발전국가의 지속 혹은 규제국가로의 변화라는 이분법적인 논쟁을 넘어서서 기존의 발전국가 유형이 어떻게 제도적으로 변화하였는가에 초점을 두고 발전국가의 제도변화를 분석하려고 한다. 특히 이 연구는 발전국가에 대한 이론적 논쟁을 발전국가의 발전 역할 및 제도의 변화와, 규제 역할 및 제도의 변화라는 관점에서 비판적으로 검토할 것이다. 첫째, 국가의 발전역할만을 강조하는 학자들은 기존의 지배적인 발전역할과 발전제도가 어떻게 다양하게 바뀌고, 또한 규제자본주의 하에서 새로운 규제역할과 규제제도가 등장하고 어떤 방식으로 형성되고 있다는 것을 명확하게 분석하지 못하였다. 둘째, 국가의 규제역할만을 강조하는 학자들은 새로운 규제자본주의 등장에 너무 매몰되어서 국가의 발전역할 및 발전제도의 변화를 보지 못하고, 또한 정부의 시장개입을 위한 기존 규제 역할과 제도를 변화시키는 데에 한계가 있다는 것을 간파하지 못하였다. 셋째, 후기 발전국가에서 기존 발전 역할과 제도가 다양하게 변화하였듯이, 새로운 규제 역할과 제도가 미국과 같은 규제국가나 유럽의 복지국가에서의 규제 역할 및 제도와 구체적으로 다르다는 것을 간과하였다. 마지막으로 결국 후기 발전국가에서는 발전제도 및 규제제도가 정부와 기업의 협력관계를 가져올 수 있고, 이는 국가의 발전역할과 규제역할을 실현하는 메커니즘을 형성하였다.
This study reveals the limits of existing dichotomic controversies on the change of developmental states and analyzes how developmental states have been transformed in terms of institutional change. It reviews the existing literature that deal with theoretical debates on post-developmental states, and suggests types of governance as a theoretical alternative, instead of prevailing roles of the state. This study explains regulatory roles and institutions of, as well as developmental roles and institutions of the post-developmental states. That is, it shows how and to what extent roles and institutional arrangements of developmental states have been changed along with the emergence of regulatory capitalism. The developmental states have been transformed in (formal and informal) developmental and regulatory institutions such as state institutions for economic policy making and implementation, policy networks, and market institutions with a view to achieving cooperative government-business relationships.
