This research focuses on Papua Indonesia, a region where natural resources are abundant. However, poor local development and the lack of effective planning and execution have prevented the rich resources from being fully utilized. The development in Papua Indonesia needs proper construction of infra facilities which based on the environment and social factors. Large capital and advance technology is a must in the process but problems have been surfacing throughout the whole process. Despite the various difficulties, Indonesia state government is still making effort trying to develop the region and thus this has instead turned into a dilemma to the local government. This research focuses on the dilemmas and the future of Papua’s future development. The future of Papua depends largely on its natural resources. This research is divided into a few categories: the necessity and the factors of proper development, present situation of Papua forest resources, the policies made by the central government and the state government, the development of the resources and its dilemmas, and the future of Papua.
Despite the rich natural resources that Papua holds, the management of human resource development regarding the local people has never been carried out effectively. As a result, not only that the local people and the government could not receive any kinds of benefits from the resources, but they also suffers from the feeling of loss economically. Hence, there is a need to develop the resources for the benefits of the local people. Efforts have been carrying out from time to time but the dilemmas resulted from the development has always been a problem. Besides, those dilemmas also affect activities like logging, mining of minerals, and the construction of infrastructures. National interest versus forest development, regional development project and the increase of local population, development versus the destruction of nature environment are just a few examples of the dilemmas to be considered.
The future of Papua is directly connected to its natural resources. The central government and the state government should put serious consideration on range and the period of the development. Also, the local people should be educated and be informed about the development of the region. On the other hand, developers who are involved in the project shall come out with a plan to minimize the damage to the environment and increase the infrastructures around the area to improve the living of the local people. By doing this, not only the dilemmas could be overcome, but a better future for both Papua and future generation can be ensured.
