چکیده
موضوع پرداخت مستمری در جهان امروز بعنوان یک چالش جدی برای حکومت‌ها محسوب می‌شود. دولت‌ها بعنوان نهاد اصلی که سالانه با حجم زیادی از مستمری‌بگیران جدید روبه‌رو می‌شوند، به دنبال ایجاد نظام‌های بازنشستگی همسو با ساختار سیاسی- اقتصادی کشور هستند. نظام پرداخت مستمری در کشورهای اروپایی-آمریکایی از قدمت بیشتری نسبت به وضعیت داخلی برخوردار است و به همین دلیل برای ساماندهی و اصلاح نظام پرداخت مستمری در ایران، ناگزیر باید به موردهای موفق در این خصوص مراجعه کرد. در همین زمینه، کشور نروژ جزء کشورهایی است که سیستم بازنشستگی آن بالاترین سطح رفاه را برای بازنشستگان ایجاد کرده و همین مسأله منجر به رضایت اجتماعی نسبتاً بالا از دولت شده است. در مقایسه با نروژ، نظام مستمری بازنشستگی در ایران با ضعف‌ها و مشکلات عدیده‌ای روبه‌رو است تا جاییکه از این مسأله بعنوان سومین معضل بزرگ کشور نام می‌برند. ساختار معیوب بازنشستگی در ایران به سمتی حرکت می‌کند که تأمین مستمری بعنوان یکی از مهمترین چالش‌های دولت مطرح است و در همین راستا نقد و بررسی نظام بازنشستگی، شرایط بازنشستگی و نظام پرداخت نروژ و ایران با رویکرد تطبیقی برای یافتن نقاط قوت و ضعف هر دو سیستم جهت الگوگیری و اصلاح نظام بازنشستگی در ایران می‌تواند راهگشا باشد.

چکیده [English]
The issue of pension payments is a serious challenge for governments in today's world. As the main institution, which is faced with a large number of new pensioners every year, governments seek to create pension systems in line with the political-economic structure of the country. The pension payment system in European-American countries is older than the domestic situation, and for this reason, in order to organize and reform the pension payment system in Iran, it is necessary to refer to successful cases in this regard. In this regard, Norway is one of the countries whose pension system has created the highest level of welfare for retirees, and this has led to a relatively high level of social satisfaction with the government. Compared to Norway, the pension system in Iran is facing many weaknesses and problems, so much so that this issue is named as the third major problem in the country. The defective structure of pensions in Iran is moving in the direction that providing pensions is one of the most important challenges of the government. It can be a way to model and reform the pension system in Iran.
