اثر بازگشت تحریم‌های ثانویۀ آمریکا بر صنعت نفت و گاز ایران: فرصت‌ها و تهدیدها

چکیده

بازگشت تحریم­های ثانویۀ آمریکا در هجدهم اردیبهشت‌ماه 1397، باعث ایجاد نظم حقوقی جدیدی در خصوص فعالیت­های سرمایه­گذاری و تجاری با ایران، به ویژه در صنعت نفت و گاز شده است. تحریم­هایی که هدف آن، افراد و شرکت­های غیرآمریکایی بوده و به صورت فراسرزمینی، همۀ کنشگران و فعالان مرتبط با بازار ایران را هدف قرار می­دهد. مقالۀ پیش رو بر آن است تا با مطالعۀ تطبیقی تحریم­های اقتصادی اِعمال­شده در فاصلۀ سال­های 1389 تا 1392، آثار آنها بر اقتصاد و صنعت نفت و گاز ایران و تحریم­های ثانویۀ اِعمال­شده از هجدهم اردیبهشت‌ماه 1397 را در وضعیت کنونی اقتصاد ایران، فرصت­ها و تهدیدهای پیش روی صنعت نفت و گاز و اقتصاد ایران در برخورد با اِعمال دوبارۀ تحریم­های ثانویۀ آمریکا شناسایی کرده و از این طریق، به ارائۀ راهکار برای پیشگیری و کاهش آثار منفی تحریم­های ثانویۀ اقتصادی جدید بپردازد.

چکیده [English]

The Reinstatement of US secondary sanctions on May 8, 2018 has led to a new legal environment with regards to the commercial activities and investment in Iran’s oil and gas sector. The economic sanctions targets non-US companies and individuals and affects all the players related to the Iranian market on an extra-territorial basis. This article looks to study the opportunities and threats Iran’s economy and oil and gas sectors are facing through comparing the economic sanctions imposed during 2010-2013 with the reinstatement of US secondary sanctions against Iran on May 8, 2018. It further provides policy advising on how to prevent and mitigate the negative impact of these reinstated secondary sanctions.
