Abstract/초록/요약
In this study the so-called ‘two-level’ negotiation theory formalized by Robert D. Putnam is used especially to discuss climate change negotiations by two super power nations, USA and China. This paper tries to show fundamental reasons why the climate change negotiations have been slowly progressed by focusing on different positions in constituents and institutions of the two nations. It especially pays an attention to differing domestic interest groups and environmental policy regimes of the two global leaders. As Putnam predicts, it turns out that many domestic factors have influenced international environmental negotiations on climate change and continue to do so in the future negotiations.
