اثر تغییرات آب و هوایی بر پیامدهای امنیتی-انتظامی بحران منابع آب با تاکید بر هیدروپولیتیک مناطق مرزی

چکیده

پیامدهای تغییرات آب و هوایی بسیاری از جنبه‌های جوامع بشری را تحت تاثیر قرار می دهند. اما متاسفانه اثرگذاری پیامدهای تغییر اقلیم، کمتر از لحاظ امنیتی و انتظامی مورد مطالعه و واکاوی قرار گرفته شده است. یکی از اثرات مهم نابهنجاریهای آب و هوایی، تاثیر بر منابع آبی نواحی مختلف می باشد. دسترسی به منابع آبی مناسب یکی از بزرگ‌ترین چالش‌های قرن حاضر است، زیرا از یک‌سو منابع آبی محدود است و از سوی دیگر مصرف و تقاضای آن همواره رو به فزونی است. از این رو وضعیت منابع آب نقش به سزایی در شکل­گیری جریان روابط و حرکت توسعه در  فضای جغرافیایی ایران ایفا خواهد کرد. با توجه به اهمیت روزافزون رقابت‌های آبی، شناسایی ظرفیت­های مثبت و منفی هیدروپولیتیکی کشور می­تواند در راستای ارایه راهبردهای کلان و خرد راهگشای سیاست­گزاران باشد. پژوهش حاضر از نظر هدف کاربردی است و با رویکرد توصیفی- به دنبال تحلیل سیستماتیک وضعیت فضایی منابع آب کشور (جریان­های آبی ورودی از کشورهای همسایه و بارش) بوده و تلاش می­کند تا چالش­های کم­آبی و پیامدهای امنیتی- انتظامی ناشی از کمبود منابع آب خصوصا در مناطق مرزی و حاشیه­ای را مورد شناسایی و تحلیل قرار دهد. کم­آبی و بحران آب در ایران نتیجه عوامل فیزیکی و اقتصادی ناشی از مدیریت ضعیف منابع آب است. عوامل دیگری مانند بارش کم سالانه، خشکسالی مداوم، دسترسی محدود به آب، افزایش جمعیت، تغییر اقلیم، پراکنش فضایی متفاوت آب، بهره­وری نامناسب آب در بخش­های مختلف کشاورزی و عدم برنامه­ریزی پایدار آب را نیز نمی­توان نادیده گرفت. عوامل فوق سبب کاهش تدریجی فعالیت‌های کشاورزی، افزایش تنش و درگیری بر سر منابع آب، افزایش بیکاری و گسترش چرخه فقر، مهاجرت به شهرهای بزرگ و حاشیه نشینی،خالی شدن سرزمین از جمعیت و بالا رفتن هزینه‌های تامین امنیت، افزایش قاچاق، نارضایتی منطقه ای و گسترش فعالیت‌های واگرایانه، گسترش فعالیت نیروهای فرامنطقه ای و ترویج تفکرات رادیکال و... شده است. اما یکی از راهکارهای حل معظل کمبود و آلودگی آب در ایران استفاده از سیستم مدیریت یکپارچه و پایش مداوم منابع آب کشور می باشد که شامل برنامه تصفیه و استفاده مجدد از آب است. نیاز است تا نیروی انتظامی نیز برای اجرایی شدن مدیریت بهینه آب با راه اندازی "یگان ویژه رصد منابع آب" به رصد و پایش دایمی مصرف منابع آب در مناطق مختلف بپردازد.

چکیده [English]

Consequences of climate change affect many aspects of human societies. Unfortunately, the impacts of climate change has less studied and analyzed In terms of security. One of the important effects of climate reimpacts is the impact on water resources of different regions. Access to proper water resources is one of the biggest challenges in the present century, as it is limited to water resources, and the consumption and demand of it is always increasing. Hence, the situation of water resources will play a significant role in the formation of relations flow and development movement in Iran's geographic space. Due to the growing importance of water competition, identification of the positive and negative capacities of the country's hydropolivalent can be used to provide the macro and micro strategies.
The present study is applied in terms of purpose. With descriptive approach following the systematic analysis of the spatial status of water resources (aqueous flows from neighboring countries and precipitation). It tries to analyze the challenges of dehydration and security consequences of water resources, especially in boundary and border areas.

Dehydration and water crisis in Iran are the result of physical and economic factors resulting from poor management of water resources. Other factors such as annual rainfall, persistent drought, limited water access, population increase, climate change, water distribution, different spatial dispersion, water efficiency in different sectors of agriculture and lack of sustainable water planning can not be ignored.
The above factors lead to a gradual reduction in agricultural activities, increasing tension and involvement over water resources, increasing unemployment and expanding poverty cycle, migrating to major cities and margins, emptying the land of the population, increasing trafficking, dissatisfaction,
