The improvement of earthquake safety is a crucial problem. It’s important for neighborhood associations to possess the capability to deal with disasters in order to solve this problem. Therefore, the authors have developed a method that evaluates the level of disaster awareness and solidarity of neighborhood associations based on information, such as the implementation status of disaster drills. This method requires the evaluation and comprehensive provision of information necessary in such activity. In this study, the authors developed a support tool based on the evaluation method, and examined the tool’s usability with a questionnaire for neighborhood associations and local governments.
