세월호 사건으로 많은 승객이 구조되지 못하여, 대한민국은 안전에 대한 인식이 최고조로 고양되었다. 정부기관들이 이 사건에서 재난·안전·구제에 관한 업무의 실패로 관련 정부조직의 재검토가 필요하게 되었다.
세월호 사건을 계기로 세월호 관련 재난·안전·구제 업무의 일차적 역할을 해야 할 해양청찰청, 소방방재청, 안전행전부, 해양수산부 등의 비효율적 행정상황을 검토했다. 이를 통하여 안전행정을 위한 정부조직의 합리적인 개선을 위해서는 ① 합리적인 재난방지와 효율적인 재난구조 업무의 강화를 위한 기구 통합, ② 전문가들에 의한 재난 컨트롤의 전문성 강화와 재난구조 업무에 역량 집중과 충실, ③ 재난구조에 비리와 유착근절 등 공직 기강 확립, 그리고 ④ 공무원의 수는 해야 할 업무의 경중이나 유무와 관계없이 일정 비율로 증가하는 면이 있다는 파킨슨의 법칙(Parkinson’s Law)에 따라 조직의 효율적 축소 방향이 필요하다는 시사점을 도출하였다.
이에 따라 정부조직법 개정 방향에 대하여 의견을 제시하였다. 2014. 6. 11. 정부가 제시한 안을 소폭통합안으로 분류하고, 2014. 8. 1. 의원 입법안을 중폭통합안으로 정리하였다. 그리고 논리적으로 대폭통합안이라고 하여 국민안전부를 신설하여 안전에 대한 전문부서를 만들고 외청인 경찰청을 포함하여 내청인 해양안전청(혹은 연안경비대), 소방방재청을 두는 안을 제시하였다. 그러나 총리실 산하에 ‘국민안전처’를 신설하고 해양경비안전본부와 중앙소방본부를 설치하는 2014. 10. 31. 여야 협상안이 정해지고 이것이 2014. 11. 19. 정부조직법으로 입법되었다.
앞으로 정부조직을 어떻게 할지는 국회에서 합리적인 논의와 적법한 절차를 통하여 결정되어야 하며 학계와 각층의 합리적인 의견이 반영되어야 한다. 세월호 사건을 계기로 단순히 중앙의 정부조직을 개혁하는 것을 넘어 지방조직과 민간조직과의 합리적인 협동 방안도 고려되어야 한다. 재난안전 관련 법제의 지속적인 정비도 필요하다. 법과 안전 가이드라인(매뉴얼)의 구체화와 안전·재난·구제를 위한 민관의 꾸준한 훈련도 필요하다. 그리고 무엇보다도 세월호 사건을 통하여 안전과 원칙에 대한 국민 의식 전환과 지속적인 교육 및 훈련이 필요하다고 생각한다.

The sinking of the Sewol ferry where around 304 people drowned to death, has increased public awareness of safety in the Republic of Korea. The failure to rescue possible survivors, has led in terms of safety the need to work on the review of relevant government organizations that handled the rescue operations in the disaster.
This paper reviews the efficiency of the relevant government organizations to deal with their primary role in such situations to handle national disaster concerning for rescue and safety. It checks the role of Korea Coast Guard, NEMA, the Ministry of Security and Public Administration, the Ministry of Oceans and Fisheries, according to the Parkinson"s Law. In conclusion, this paper suggests four approaches to deal with the current Korean Citizens’ safety for a more rational organization of the relevant government organizations.
We need to structure, ①reasonable prevention of disaster, the solidification of successful relief, ②strengthen the control relief work of disaster by expertise of disaster effectively, ③eradication and realization of the corruption and the adhesion to disaster, ④reducing the size of current relevent lower government organizations according to the Parkinson’s Law.
This paper classifies the current government"s proposal Bill, and counter the proposal of the opposition party, and in this paper’s proposal it becomes more logical and widespread integration of compared to the previous both proposals, including the National Police Agency, Coast Guard and NEMA for attaining better trained and capable safety professionals which in turn means making a more significant consolidation within the Ministry of the Public Safety and Security. And In October 31, 2014, the agreements of the ruling party and the opposition has been decided that the new government organization Act created a the People Safety and Security Bureau with the new Coast Guard and NEMA. The new Coast Guard will merge into a new agency under the Prime Minister’s Office.
In more detail we will be covered to determine how to discuss government organizations through a reasonable and legitimate procedure in the National Assembly. And reasonable plan should be considered in collaboration with local organizations and private organizations over the government to reform on this disaster. The legislation also requires to reform the Act of safety-related disasters. And it also embodied in the law and safety guidelines (Manual) required, continued training, disaster relief, for the safety of the public and private sectors.
