As the demand for wind turbine performance tests increases, it has recently been required to have a field measurement system management technique. A procedure to inspect the measurement system and analyze measured data is essential for every specific period to minimize test time delays due to issues caused by the measurement system and environmental conditions. In this paper, causes of test time delays for measurement have been classified into three categories: abnormal measurement system status, abnormal measurement values, and abnormal wind turbine system settings. In order to investigate the causes, 17 experimental cases were analyzed as performance tests of a small wind turbine. A cost model was developed on the basis of a cost breakdown structure model corresponding to the three causes. Each cause is described in a detailed cost code made up of maintenance cost, inspection cost and loss cost. By assuming the occurrence rate of each cost code, an optimized number of monthly inspections was derived.
