최근 미국에서는 대중국 정책 변화를 둘러싼 치열한 논쟁이 진행 중이다. 현재 중국의 국력과 의도에 대한 미국 싱크탱크들의 평가는 이전보다 더 다양해 졌고, 그 결과 가장 바람직한 대중국 정책이 무엇인가를 놓고 싱크탱크들이 제시하는 정책적 대안들도 계속적인 관여와 순응에서부터 경쟁과 봉쇄까지 확연히 구분되는 차이들을 보이고 있다. 이러한 정책 논쟁은 중국의 부상에 대한 인식의 차이를 반영한다. 따라서 이러한 미국의 대중국 정책 논쟁을 살펴봄으로써 미국 내 여러 경쟁적인 주장들과 그러한 주장들에 내재된 대중국 인식과 정책 논리를 파악할 수 있다. 본 논문은 미국의 대중국 정책 선택에 영향을 미치는 두 가지 요소를 규정한다. 첫 번째 요소는 중국의 의도이고, 두 번째 요소는 미·중 간 국력의 차이이다. 이러한 두 가지 요소에 대한 인식의 차이에 초점을 맞춘 분석틀은 미국의 대중국 정책 논쟁에서 제시되는 여러 정책적 대안들과 그 기저에 깔린 대중국 인식과 정책 논리에 대한 좀 더 체계적이고 일관성 있는 이해를 가능하게 한다. 본 논문은 이러한 분석틀에 기초하여, 대중국 정책 논쟁에서 제시되는 서로 다른 네 가지 유형의 정책선택지들(계속적 관여, 순응, 경쟁, 봉쇄)에 내재된 인식과 논리를 분석하고, 그러한 분석을 기반으로 트럼프 행정부의 대중국 인식과 정책 논리를 살펴본다.

Recently, a fierce debate has been under way in the U.S. over changes in its policy toward China. The U.S. think tanks’ assessments of China’s national power and intention have become more diverse than before, and as a result, scholars’ policy proposals over what is the most desirable policy toward China also show distinct differences from continuing engagement and accommodation to competition and containment. This policy debate reflects the difference in perception on China’s rise. Thus, by analyzing the U.S. China policy debate, we can comprehend the perception and logic underlying the competing arguments regarding the U.S. policy towards China. This paper identifies two factors that influence the policy choices of the U.S. towards China. The first element is China’s intention, and the second element is the gap of national power between the U.S. and China. A analytical framework focusing on the perception of these two factors enables a more systematic and consistent understanding of the various policy alternatives and their underlying logic presented in the current policy debate. Based on this analytical framework, this paper analyzes the perception and logic underlying the four different policy options(continuous engagement, accommodation, competition, containment) presented in the U.S. China policy debate, and then, based on the analysis, it examines the Trump administration’s perception and policy logic towards China.
