이 연구는 2014 핀란드 교육과정을 중심으로 국가교육과정이 학교교육과정을 어떻게 지원해야 하는지를 탐색하였다. 이를 위해서 먼저 2014 핀란드 교육과정의 구성과 내용을 총론과 각론으로 구분하여 살펴보았다. 그리고 한편으로는 이전 교육과정인 2004 핀란드 교육과정과 비교하면서, 다른 한편으로는 우리나라 2015 개정교육과정과 비교하면서 2014 핀란드 교육과정의 특성을 3가지(로컬 교육과정 개발 강조, 역량 도입, 평가 강화)로 도출하였다. 이에 역량 중심 교육과정으로 알려진 2014 핀란드 교육과정은 역량 중심 교육과정이면서 동시에, 단위학교(로컬) 차원에서 교사가 교육과정을 개발하여 수업하도록 지원하는데 중점을 두고 있다는 결론을 얻었다. 이런 결론에 기반하여 국가교육 과정은 로컬교육과정 개발을 위해 규범적 지원, 일반적 방법론적 지원, 총론과 각론을 잇는 중간체제 지원, 평가적 지원이 필요하다는 점을 논의할 수 있었다.

The purpose of this study is to examine in detail the roles of the national curriculum for supporting local level’s curriculum development through the 2014 Finnish National Core Curriculum. To this study, we reviewed the 2014 Finnish education curriculum in twofold. And then, we explored the characteristics of the 2014 Finnish education curriculum by one we compare it with the 2004 Finnish curriculum, the other to the 2015 revised national curriculum. As a result of this research, it was confirmed three characteristics of the 2014 Finnish education curriculum that support local curriculum developing, competencies building, and assessment emphasis. And it could be discussed the national curriculum have to support the school curriculum at local levels on the forth point: normative support; general method support; middle system building; and evaluative support.
