[Metadata] DOI metadata, INDECS, and a reflection on what is needed.

The purpose of this e mail is two fold:

1. To inform you that the new URL for the INDECS metadata project is
now live at http://www.indecs/org with 4 major documents to download,
for those who want to get into significant metadata detail (please see the
next point).

2. To inform you that a very brief DOI principles document will be issued
shortly. This is partly in response to some initial reactions to the latest
DOI metadata paper.
DOI's task is to come up with practical proposals for the DOI metadata.
We are using the INDECS/RDF/URN etc tools/framework; however it
doesn't matter if most people don't get the bigger picture and technical
underpinnings (and why should they?) provided we produce a consistent
set of proposals. It also does not tie DOI to the eventual success or
otherwise of these tools.

An analogy: I think people are asking where the DOI car is going, and the
50+page metadata paper we recently produced is a manual on engine
design. I am now drafting a very brief (4 page maximum) DOI metadata
principles paper as an answer to where the car is going (the road atlas
that's needed). IDF will design the engine. The only people who need the
workshop manual are the DOI registration agencies and subsequent
bulders of advanced applications. Registrants, publishers and users just
get given a working car. However we want to openly share, for those
with an interest in engine design, what we are doing.

Currently we need to produce both manual and road atlas and the
audience currently overlaps. Some people are, and need to be, very
interested in the technical details. I hope the release of the briefer
document (within the next few days) will be of help to those who just
want to drive the car, and provide assurance that we are getting there.
