The American Physical Society's position is very similar. We feel strongly
that we want links to bring people to our wrapper and not the full-text or
any other deliverable. This is to preserve the "Phys. Rev." brand, to offer
users a choice of download options that changes with time, and extra
services such as links to comments, errata, related papers, references,
citations, etc. Part of the value of Phys. Rev. is the place of an article
in the collection. Being able to jump back up to the TOC or to move
horizontally to the abstracts of adjacent articles allows for at least a
partial recreation of the serendipidity that one often encounters when
flipping through a journal. Commerical reasons aren't the only one -- there
are good reasons for the user to be able see from where the article comes.
