Re: [Ref-Links] report of the reference linking working group





The report from the working group is a great summary of the issues.  I have a
couple of
comments.

From a publisher perspective, I think of reference matching rather than
"lookup".  Publishers
will match citation data to DOIs in an automated, large-scale way.  Authors and
other
individuals will possibly lookup DOIs, or other identifiers, manually.  So, it's
possible that
different systems will be needed.  Matching citations to metadata to get an
identifier is
very different from resource discovery type searches.

Most of the data element sets in Appendix A aren't specifically addressing
citation matching.
The proposed core reference linking set is good, except:  Title of the article
isn't necessary
and can be ambiguous for matching purposes and journal title AND ISSN or CODEN
are
necessary - there needs to be a link between the ISSN and the journal title.
I'm assuming it's
assumed the the publisher and the DOI/identifier will be in the metadata.

Resolution: I don't think it should be true that "the identifier itself
determines the resolver."  The
person or system using the identifier should determine resolution.  I think that
because there
happens to be only one resolver for DOIs at the moment, people are assuming this
will always
be true, or that by using the DOI, the official IDF resolver MUST be used.  This
isn't the case.
With DOIs for IDEAL, users can go to the IDF resolver or they can send DOIs
directly
to IDEAL.  In future there will be multiple resolvers - some local, some not.

So, I support the working group's ideas on local resolution.  However, I don't
like the term "local
interceptor" - this implies that the proper way to resolve an identifier is at
some global level
and the local institution is somehow short circuiting the process - it should be
natural for a library
to send DOIs to a local resolver so they aren't "intercepting" anything.

As promised in Don Water's note last week, the report of the small working
group of the NISO/DLF/NFAIS/SSP workshop on reference linking is now
available on the web at:

We hope the paper will stimulate discussion on this list, which will in
turn help set the agenda for the second reference linking workshop to be
held in conjunction with SSP on June 9 in Boston.
