[Ref-Links] Paper on E-citations

Attached is a paper on "E-Citations: actionable identifiers and scholarly
referencing" which is being circulated to this list for interest. This was
prepared as a background document on the topic as part of my presentation to
the December 10 STM Innovations Committee meeting in London, which focussed
on reference linking, and also for the Crossref community.  The paper has
been reviewed by a publisher and by a scholar; it's an overview of the topic
which identifies some key issues but does not attemopt to provide specific
technical solutions. 

The paper has been placed on the DOI web site.  Comments are welcome.
