[Metadata] DOI Metadata paper new version released



The next version (3) of the DOI discussion paper on Metadata is now
available on the web site (www.doi.org).  The DOI is 10.1000/131.  This
version is considerably expanded and contains detailed proposals for the
kernel (core) metadata for all DOIs plus the framework for extensions
dealing with specific areas.    The new version is the result of work with
the INDECS metadata initiative (as discussed in the earlier draft), plus
feedback and comments on the earlier draft - thanks to all who provided
comments.  A main aim of this draft is to elicit concrete examples and test
the framework against practical implementations. Undoubtedly this is a
paper which will need to go through further iterations before a
consensus is achieved. 

The new version is necessarily detailed and lengthy; it is my intention to
produce a shorter executive summary version when a stable consensus
has been achieved.  

It has taken alonger than originally planned to produce the new version,
but I hope you will agree that the progress made, and the likely end result
of a fully interoperable framework compatible with other significant
metadata standards, is worth the extra time taken.
 
For those who would like to have more detail still, note that the full
detailed metadata framework of INDECS will be published shortly on the
INDECS web site (www.indecs.org).  That site currently contains only
background material on the project, but when the full information is
available an e-mail notification will be sent to the DOI lists (I expect this to
be within the next few days).
