[Ref-Links] Query re Linking Project

Can someone involved in the linking project written up recently in the 
Cronicle of Higher Education under the headline "Publishers of On-Line 
Journals Plan to Link Millions of Science Footnotes" answer the following 
query?  (Either to me directly or to the list if appropriate)

Is the scope of this project linking only, or does it include 
authentication and financial arrangements so that one publisher's 
subscribers can access linked to content on another publisher's site?

Also, is there an official name and web site for this project where one can 
read more about it?
