[Metadata] Expressing other agreement terms

An issue was raised with me yesterday, by Chris Rusbridge of eLib (at a
JISC/PA meeting), about the expression of some of the less directly
commercial terms of agreements in machine readable form. He was
particularly interested in the whole question of warranties in licences,
which I think is probably linked to questions about the authenticity of
e-documents.

To be honest, I have not really had time to think about this very much.
However, it is an important issue and I did not want it to be lost.

Chris may already be on this list, but if not will be joining shortly.
